This festival takes place in Ozu Town’s Central Park and includes the pulling of floats and the Mando-e Buddhist Lantern Festival. It has been in hiatus since 2020 due to the COVID pandemic. Historic records show that this festival was held in 1850. At that time, hand-made plum blossom deocorations were already being made along with other handicrafts. Even today, plum blossoms are made and displayed at the town's Chamber of Commerce.
