It is said that 50 farmers settled in Higashi-matsuzaki in the winter of 1841 as a result of new rice field development. In order to save the drought-stricken villagers, at a mere 21-years of age village headman, Matsuda Kishichi, threw himself wholehearedly into a project to bring water from the Neko no Sako reservoir. He decided to install a siphon type water pipe at the bottom of the Oono River. At first, the water pipes were made of wood, which caused tidal water to enter, resulting in a series of failures, but later, Hanamura Shinsuke, a magistrate from Todoroki Sensui (springs) finally shared their closely guarded secret stucco plastering method. Using this method he overcame the difficulties of construction while battling the tidal currents coming in from the Shiranui Sea. The construction work was successfully completed on July 27, 1852.
